The Centers for Disease Control and Prevention (CDC) asked the Institute of Medicine (IOM) to convene an expert committee to advise it and its public health colleagues on the implementation of a pre-event smallpox vaccination program. The IOM agreed to provide this advice through a series of timely reports.
